When I started working for a living to serve humanity there used to be a cap of 21,000 dollars a year one had to pay into it and everything over that 21k wasn't taxed anymore. within the 32 years I worked at a public utility that was raised to over 80k.
then somewhere around 1970's they started using SSI to balance the budget gimmicks.
