The golden rule is about how your life should be managed - not about how your government should be managed.
You see, the government CANNOT apply the golden rule, because it doesn't have anything. Not unless it takes that thing away from someone.
And that would violate the golden rule.
So the only way government can obey the golden rule is to break the golden rule. To give, it has to take.
