Is part of the problem with elected people losing credibility due to the unelected apparatus working for them?
Example:
A country road commissioner is an elected position. This person has a tactile presence in our lives.
We drive on the results (or lack thereof) shown daily by smooth or bumpy roads, cost overruns, poor timing, etc.
So I hate my road commissioner perhaps unjustly, right? The unionized schlubs doing the work may be the
basic reason things take so long, cost a lot, whatever...
So the road commissioner has to do damage control both figuratively and literally.

Is this tiny example indicative of the larger problem with an untrustworthy government?
We elect people that take the blame directly for the unelected workers...
Please seat yourself.
I like the very things you hate.
