To be clear, I consider Iran to be Israel's neighbor. Lebanon is a mess, and it sort of depends whether Christians ever regain its control of that country. Syria is a bigger mess, and Israel has been taking shots at IRGC sites within Syria for some time. Not to mention, it never gave back the Golan it captured from Syria.
So, of Israel's neighbors, I mentioned Lebanon and Syria; with Syria being the slightly more likely country to open a can of genocidal whoop-*** on Israel, if it ever had the resources to do so.
