Operating math is the same for both, one of the revenue sources has a different name...they like foreign students who can pay full boat...that only leaves 50% of the cost of having them there.

But who wants to hear about education policy from illiterates?

I don't want to hear about anything.  I want a source other than you.  Over the last 7 years you have not come across as one who is smart as they claim.  Not even close.  

So until you post something that refutes my citation we are done.
