To some degree, they might well have. They apparently thought that once WMDs were found, no one would care if some details were proven wrong. By that standard, every war time president in US history is culpable. Your assignment, then, is to demonstrate to the class - using THAT standard - how FDR was culpable. It's not a timed assignment, so please don't rush. Take your time, and make it make sense.
