Russia sinks NATO Country Ships in Odesa, Coupkraine

NATO nations flag their commercial ships there. Panama, Liberia, and the Marshal Islands have open registries, allowing pretty much any nation's companies, regardless of national origin or ownership, to flag their vessles there.
Most of these ships are crewed by filipinos - not with Panamanians or with sailors from the ships' own nations.
