That's right, it wasn't.  Although the full auto versions require BATFE/FBI approval.  But, you can make a semi-auto Ma Duce, and if you can figure out how to get a Fostech Binary Trigger to work with it, the rate of fire will be nearly identical.  Just think, with every pull and release of the trigger you would be sending $11.00 down range.
