Yes

Yes
5. What did the driver likely understand
Probably confused, they were masked and looked like carjackers
6. Was this a threat or was this a getaway.
Vehicle cleared the officer and he shot her in the head, it was an escape.
7. What do the other angles show actually happened here?
Shot her after the vehicle had cleared him.
