That leaves fixing the leaking pipes.

Cost analysis of sending a team (a big team) of plumbers out into the wild after first tracking down the leaks will be expensive.
Balance that against pumping freshly treated (and needed) water onto the ground at 2000 gals per minute. Also what can reasonably be considered "fixed"? Is 200 gals per minute good enough?
