It doesn't work like that. We already use our own refineries. Almost all of our gasoline and diesel is from our own refineries. The problem is that gasoline in the U.S. is priced off crude oil markets that are global, not purely local. The companies that sell the oil usually sell it at the global market price. Local companies don't just sell to America, they sell globally, so they set the price accordingly.
