The State Government already does that, at least here is Colorado.

The Charter School the wife works at operates as a Classical Academy with direction from Hillsdale College.
They don't **** around. You child will wear a uniform and any behavioral issues prompts immediate pickup by the parents.
I don't necessarily believe Black or Hispanic parents are any worse than your typical White Trash parents.
The wife spent this year sharing an office with the School Psychologist. There are a lot of **** up kids stemming from the home life which makes learning difficult.
Can't say for sure if it's better for the kids but the staff doesn't fall under the school district red tape.
