If this language meant what you dumbasses are claiming every serious outlet including AP Reuters WSJ and Bloomberg would be detonating it across their front pages, but they are not because they understand the difference between a settlement clause and a legal impossibility. The so-called slush fund you bitches are crying about is literally an appropriations line that every administration has and the only reason you think it is some secret corruption pipeline is because you read one partisan article and treated it like gospel without bothering to read past the headline.
