Rosh, lol...you just proved my point while trying to dunk. Yes, Slack Jaw...major cities fund fire services through property taxes. That’s the backbone. The handful of suburbs charging non‑resident (Illegals) crash fees are the exception, not the rule. Routine fire response isn’t billed. You don’t get an invoice when your house or tent burns ,,,you get one from your county assessor every year. Hospitals bill everyone for everything. Fire trucks bill no one for fires. Stop pretending a $150 crash fee in Schaumburg is the same as a $15,000 ER bill in Orlando........have your wife (The greatest CPA ever) to explain it to you.  Math is not your forte...
