They sit on one of the world's largest oil reserves? Why would they need nuclear power? 
And even if it's agreed, Trump has previously offered to supply any needed nuclear rods for power generation, and that we would remove the expended rods. 
It would make sense that any agreement would be based on this same premise, eliminating any need for enrichment.

As far as legitimate uses for enriched uranium, here is what AI said:
