That's a tough call. Not all incidents are what they appear. The cop could very well be doing things by the book, but the person under arrest is drunk or just plain stupid. So they interpret the cops actions incorrectly. At the same time, sometimes it is just blatant. If a cop is beating the absolute **** out of someone who is pretty much unconscious, then bystanders should be able to intervene. So I don't know. It's hard to trust the public to handle decisions regarding justice. Blacks already hate cops. So they would look for any small reason to beat them if they were allowed.
