Automotive manufacturers want to stop this from passing so they can prevent small independent mechanics from getting the diagnostics needed to fix modern vehicles.
Cars are rolling computers and only dealerships have access to proprietary data. Just like specialized fasteners that must be purchased through OEM sources, computer data forces the same restrictions. Only in this case, the independents cannot even diagnose in the first place, much less affect a repair.

Yeah, local repair guy keeps bringing that up…the problem is, manufacturers don’t have the infrastructure to be able to repair every vehicle…

I had an issue with the wife’s DEF system 1.5 hrs from home headed out of state with a flatbed…called dealer because of threats going into limp mode. One dealer was 3 weeks out and the other was 2…WTF?
luckily, I found a repair place that was able to assess…it was a **** software update…luckily, an entrepreneur they knew, saw the potential and started an automotive software update company purchasing the rights from manufacturers…1 day and $800 later, I was headed out of state…
