That's your OPINION and has no basis in laws that permit any Executive order for a national emergency.
Now, if there was a foreign military invasion involved, maybe. Hell, the COURTS struck down all attempts to declare the illegal alien invasion as a "national emergency", so good luck with making an election one!!
