Not something I would use in a political speech. It is akin to Obama saying “lower premiums by up to $2,500 for a typical family per year".

I'm sure he did "see" or "hear" someone say that. But the math was wrong.

Politicians take worst case or best case numbers to try and sway the lowest common denominator or ignorant among their base.
