An investigation into Rosen’s voter history in Belmont and Holderness indicated that he’s voted in Massachusetts and New Hampshire multiple times in the same election and/or primary since 1996. 
The arrest warrant claims that Rosen voted in the New Hampshire State Primary Election on Sept. 11, 2018 and then again in the Massachusetts General Election on Nov. 6, 2018.




On June 4, 2020, Rosen was contacted by Richard C. Tracy, an investigator with the New Hampshire Attorney General’s Office, concerning his voting history. When Tracy asked where Rosen votes, Rosen said he planned to vote in New Hampshire.
 

Rosen did admit to previously voting in Massachusetts, but then further stated, “I do not vote in both at the same time,” the warrant said.



Less than two hours after Rosen’s initial meeting with Tracy, he called the Holderness town clerk to remove his name from the voter’s checklist.
 

On June 8, 2020, Tracy met Rosen at his home for an on-the-record interview. 

In the interview, Rosen denied that he double-voted in Massachusetts and New Hampshire and stated that he would vote in either state depending on where he was living that year.



However, before being recorded, Rosen also told the investigator that his identity was stolen by Gerry Rogers, his former business partner.
 

According to Rosen, he had a business partnership with Rogers from the mid-’90s until a couple of years before 2020, when he found out that Rogers allegedly stole over $100,000 from him. Rosen found out about the alleged stolen funds when he discovered a purchase made at a hotel in Spain.
