His name was flagged. Not every stolen ID was to gain money. But to get illegal immigrants the ability to vote, they only need to borrow those id's of people that are registered and usually don't vote in election cycles.
Nobody would know since the people that don't vote don't check to see if anyone used their name to vote in each election. How to cover up election fraud.
There is usually 35% 45% of registered voters don't vote in non presidential or special elections like primaries and runoff elections.
