Mitch McConnell seems to have made up something called 'The Biden Rule' which he is now using to support his refusal to do his job.
The Senate Majority Leader said that the august body "will continue to honor the Biden rule," which doesn't exist.
McConnell’s main argument, of course, relied on what he calls the “Biden Rule,” a reference to statements that then-Senator Joe Biden made in 1992 urging then-President George H.W. Bush not to nominate a hypothetical Supreme Court justice (there was no vacancy at the time) in the final year of his term.

So Joe Biden was speaking in the hypothetical, since there was no vacancy at the time, and he said that a President should not nominate anyone during the summer of his last term.
Someone needs to tell McConnell that it's still winter.
