There is a lack of funding because of Democrats.
1) Obama illegally spent Zika money on Climate Change stupidity.
2) Democrats repeatedly filibustered Zika funding.
There are only 2 reasons for these things to happen.
1) Democrats want to blame Republicans, as Misty is trying to do.
2) Democrats want to increase the number of abortions.
