The fact is that in 2011 the Twitter Spitter purposely took an old rumor about President Obama from 2008 and together with a man named Sam Nunberg crafted a strategy to use that rumor to launch his political career by appealing to the racist elements in the Republican Party.
His Birtherism is what helped him win the primary, but because he realized that it would hurt him in the general election, he suddenly started saying, "I don't talk about that anymore."
People on his campaign like KellyAnne Conway, Rudy Giuliani and Mike Pence came to realize that just saying you don't want to talk about it anymore, was not good enough and they knew it would come up in the debates, so as a result we got what was the equivalent of a hostage video yesterday, where he begrudgingly admitted that Obama was born in America.
He may think that he 'finished it' but 10 words are not going to wipe out over 5 years of pushing a racist conspiracy theory.
