That is Miss Strassel's OPINION.
He said that Trump associates were picked up by incidental collection in the LEGAL monitoring of foreigners.
Strassel uses the term 'potential crime' if some of the names were improperly unmasked.
You go a whole lot further.
I seem to remember Nunes saying that even though the names of most of the people were NOT unmasked, he could figure out who they were.
Strassel even says as much in that piece.
