It would have been more dignified if she had done the right thing, instead of forcing the CIC to do it for her. For all we know, he might have torn up her resignation, if she'd shown that kind of class.
I can tell you this much: I would almost certainly be defending her, instead of saying **** her, she had it coming. Doing it would have manifested her character as surely as not doing it did.
Again, we have a very recent example of a county clerk wanting to keep cashing her checks while not doing her job. I took the same position in that case. Cash the check, do the job. Can't do the job for ethical reasons, don't expect the check.
