The inner schools are filled with blacks and Mexicans. Mostly blacks. Their schools are an adolescent day care and one big fight club. That is not where our money should go. Let their parents teach their kids how to read/write and do simple math. Their problems are culturally embedded. It's their culture that is a train wreck. Schools are not meant to fix cultures. That isn't their purpose. Until they can fix their social issues, traditions, behavior, and overall way of life, they have no business expecting school funding.
Give that money to real schools.
