Right now, the MO gov't is trying to get rid of a bad deal: the state income tax. It takes in relatively little compared to what it costs to enforce. Raising the sales tax less the two cents will pay for getting rid of the income tax. Sounds like good government to me - especially when only two senators go along with a scheme to raise their own salaries during a shortfall.
